2016 CAPITAL PROJECTS

Main Street Streetscape Project - bid was awarded on July 12, 2016. The Resolution of 2016-53 will be given to Ropper Construction Inc.  Contract documents are executed, and  Engineering Inspection Services was awarded on September 13, 2016. The project is currently underway and will continue in 2017.

 

Needle Ice Ramp & Shoreline Repair (behind Water Filtration Plant)- Currently in design stage, the permit application is in process and we are exploring grant funding.

 

Rye Beach Water Tower Painting Project- Completed.

Oklahoma area water line replacement & paving- May 12, 2015 resolution of 2015-43, which authorized design of the water line and street improvements within the Oklahoma area. The water line portion of the project will be an assessment to property owners.  City Council adopted the Resolution of Necessity on July 26, 2016. The certified notifications were mailed to all affected property owners on July 28, 2016.  Receipts were made for all timely appeal letters.  Appointment of members to serve on an Assessment Equalization Board and the setting of a date for the Hearing to address the appeal letters requires legislative action. This is anticipated to take place on September 27, 2016. Resolution 2016-75, adopted on September 27, 2016, appointed the 3-member board. The board set the date and time for the hearing (Wednesday October 5, 2016 at 5:00 p.m.) Notices are mailed to property owners who submitted appeal letters. Publications of Hearings can be found in the paper and the city website. 

The October 5th hearing did not take place due to an absence of one Assessment Equalization Board member.  Administration did provide an extensive overview of the project assessment process. However, they did answer questions from those who were in attendance. Resolution 2016-85 was adopted by the Council on October 25, 2016. They set the hearing date for November 16, 2016 at 5 p.m.

 

Fabens Park/Adams Ave. entrance- In the design stage (Resolution 2015-10). The grant funding application was submitted and is now awaiting an award notification.

 

Michigan Left (US6/Fabens Park)- (ODOT/City) Design Stage complete (Resolution 2012-85); Project awarded August 23, 2916 to Dellinger.  Engineering Inspection Services was awarded on September 13, 2016.  Construction began.

 

US6 – Improvements to Huron River Bridge were completed (ODOT/City) Design (Resolution 2014-20) Anticipating project to go out to bid in October/November.

 

US6 Corridor - ODOT resurfacing anticipated 2017/2018.  City commissioned full scale traffic study (Resolution 2016- 21, adopted March 8, 2016) of the US6 corridor from the entrance of Fabens Park, on the west to the city limits on the east.  The study is anticipated to be completed in the fall of 2016.

 

Roadway Paving- Paving is anticipated to begin in early 2017. The streets that will be paved are not yet determined

 

Lakefront Park Permeable Paver Walkway Project:  EPA Grant application authorized (Resolution 2016-9, Feb. 23, 2016); EPA Grant awarded & agreement authorized (Resolution 2016-56, July 26, 2016); Project publically bid with bid award authorized (Resolution 2016-78, September 27, 2016).  The project is currently underway.

 

Fabens Park Field Fencing Replacement- The project is funded by Huron Township Trustees. The project will be publically bid on, with bid award authorization (Resolution 2016-83, October 11, 2016) The project is underway.
