The City of Huron Finance Department has oversight for the administration and collection of taxes and licenses and the administration of ordinances and state laws applicable thereto, the receipt and safekeeping of all City money, the acquisition management and disposal of real property, fiscal and property accounting, records management, financial estimating, financial planning, billing and collecting.

INCOME TAX

          The City of Huron has a 1% income tax on gross wages and earnings. FILING IS MANDATORY, regardless of whether or not your employer withholds for you. You will be sent an income tax form in January. If you do not receive one, please contact this office immediately at the above phone number. Failure to file results in penalty and interest charges being assessed and/or court action. 

Last day to file Income Tax is April 15th, 2008.

WATER AND SEWER SERVICE

    The City of Huron provides and bills for water service. The amount of the bill is based on a flat availability charge (based on meter size) plus a usage charge of $2.60 per 100 cubic feet of water used (effective 1/1/2008), and is billed quarterly (every three months) and is printed on yellow paper.  YOU MUST APPLY IN PERSON AT THE FINANCE OFFICE FOR WATER AND SEWER SERVICE.

    Erie County bills for sewer on a monthly basis. Bills for the first two months are estimated on the last quarter's usage, and in the third month of the quarter is the actual bill. The sewer bill is printed on blue paper. Huron supplies Erie County with readings and the sewer bill is based on water usage. Information from your application for water is forwarded to Erie County. Residents DO NOT have to apply for sewer services - the Finance Department will provide your information to Erie County Sewer.

This minimum water availability charge does not include any water usage.  For water bills rendered on and after January 1, 2008, the rate for water consumed, in addition to the water availability charge set forth above, shall be two dollars and sixty cents ($2.60) per 100 cubic feet, regardless of meter size. Non-resident water shall be supplied to customers residing outside the City Limits at ten percent (10%) above City rates, except in those areas covered by separate contracts.

GARBAGE AND RECYCLING
Garbage and recycling is billed quarterly on the water bill. Two (2) 30-gallon bags or cans of garbage are collected at the curb on every Monday. Your garbage and/or recycling bin and/or your yard waste must be placed at the curb by 7:00 A.M. on Monday morning!  One green recycling bin is provided at the time you sign up for water service.

The garbage/recycling/yard waste collector is Fultz & Son, Inc., based in Clyde, Ohio. Beginning January 1, 2008, fees for garbage, recycling and yard waste collection are as such: The basic charge for garbage, refuse and recyclable material collection and disposal for each residential owner, tenant or occupant shall be $35.50 for 2 bags and $31.00 per calendar quarter for one bag. The basic charge for garbage and refuse collection and disposal for each commercial and industrial establishment shall be $35.00 per calendar quarter. The charge for yard waste collection for a 9-month period from April 1 through December 31 shall be $20.00 per quarter. Tags for additional bags or cans, as well as, oversized items can be purchased at the City of Huron Finance Department. A tag for an extra bag or can is $1.00. The tag for console TVs, stuffed chairs, recliners, lamps, microwaves, and bed frames (this does not include washers, dryers, refrigerators or stoves) is $3.00. The $5.50 tag will ensure the disposal of couches, kitchenettes, dinette sets and mattresses (this does not include washers, dryers, refrigerators or stoves).

YARD WASTE GUIDELINES

Curbside collection of yard waste is provided by our garbage collectors once per week from April 1 through December 31. For purposes of providing yard waste collection services, the definition of yard waste is leaves, grass clippings, brush, dead plants, weeds, garden waste, dead trees or branches, chips and tree trunks that are eight inches or less in diameter, tree trimmings, excluding dirt, sod or construction debris.

  From the curbside, the garbage collection agency will collect yard waste placed in 20-35 gallon containers, clearly marked in at least two inches letters, "YARD WASTE." The containers should be constructed of plastic, metal or fiberglass, having handles of adequate strength for lifting. The mouth of a container shall have a diameter greater than or equal to that of the base. Yard waste may also be placed in 15-35 gallons paper biodegradable yard waste bags. These bags are known to be available at most hardware stores and home improvement centers. The weight of each container or bag shall not exceed 60 pounds.

Yard waste collection service is to be provided on the same day as solid waste and recycling collection. Improperly packaged yard waste will not be picked up by the garbage collection agency.

The Yard waste program is voluntary; however, once a resident has chosen to participate in the program, they cannot change their status until the next vote. Likewise, once a resident has chosen not to participate, they cannot change their status.  Additional information regarding yard waste is provided with the January water bill.
